[riot-notifications] [RIOT] 6lowpan nd: always perform l2 lookup for 6LBR (#3846)

After discussing this with @authmillenon and @emmanuelsearch, we came to the conclusion that there is no sensible way to determine the link layer address if the caller doesn't specify the interface on a border router.
