[riot-notifications] [RIOT] kinetis: periph/timer Use separate channel for counting timer_read() (#3969)

This is a WIP PR for fixing the problem with xtimer on k60 described in #3941.
A separate channel of the PIT is used to provide the counter for the `timer_read` calls. `timer_set` and `timer_clear` will not touch the counter channel.

Currently marked WIP because it is untested since I don't have the hardware with me right now. Will update after I have tested it on actual hardware.
