[riot-notifications] [RIOT-OS/RIOT] cpu/atmega_common: Moved atmega_stdio_init() to cpu_init() (#11366)

### Contribution description
Moving atmega_stdio_init() to cpu_init() just before periph_init() guarantees that stdio is available to allow DEBUG() in periph_init(). This also helps to unify the boot up process of ATmega boards and de-duplicates the stdio init from board_init().

### Testing procedure
Flash and run `examples/hello-world`

- [x] `arduino-uno` (@maribu)
- [x] `arduino-mega2560 (@maribu)
- [ ] ATmega1284p based board (maybe @roberthartung ?)
- [ ] `jiminiy-mega256rfr2` (maybe @Josar ?)
- [ ] `waspmote-pro` (Nobody seems to have such a board anymore ...)
