[riot-notifications] [RIOT-OS/RIOT] make: Allow for true pseudo-submodules (#10970)

Ok, I just realized that this causes compilation errors with a minimal application:

```makefile
include ../Makefile.tests_common

DISABLE_MODULE += auto_init

include $(RIOTBASE)/Makefile.include
```

```c
int main(void)
{
    return 0;
}
```

Any idea why?
