[riot-notifications] [RIOT-OS/RIOT] board/sltb001a: cannot flash with JLink when 'hello-world' is running and no error (#11059)

#### Description

When some firmwares are running on the `sltb001a` it cannot be flashed from JLink anymore but can still be flashed from the drag and drop feature.
It is at least the case for `hello-world`.

To recover the board, just flash `examples/default` with the drag and drop feature.

#### Steps to reproduce the issue

See if it flashes correctly:

BOARD=sltb001a make -C examples/default/ flash
It can be done multiple times

Flash hello-world

BOARD=sltb001a make -C examples/hello-world flash

Try flashing any application again with Jlink.

#### Expected results

You can keep flashing.

And in case of error the error code is non zero.

#### Actual results

The flash does not work from Jlink:

And the returcode is `0`
