Ah, I see, when you are talking about EUI-64 in data types and functions you are only referencing IEEE EUI-64 as is but not the modified EUI-64 as used for the IID in IPv6 address. This was no clear to me. Now, I got it.

The OUIs used for an IEEE EUI-64 should be either the same if only 3 bytes are used or must not collide with an EUI-64 generated from EUI-48 if up to 36 bits are used. Therefore, an IEEE EUI-64 generated from an MAC address should be globally unique at least for devices with an official OUI in the MAC address.
So it should be theoretically possible for ESP-NOW nodes to generate a EUI-64 identifier by using function `eui48_to_ipv6_iid` and flipping back bit 1 in first byte. In that case, it would at least behave like a 6Lo node in ND.
