At least for the use case this seems to be true.

But my point was that I believe a priority queue would likely not be enough to implement priorities, as high priority events would not preempt slow low priority events.

I personally would be in favor of this. This would solve the issue at hand with the least amount of added complexity. I'm aware that a more general solution that allows using the same interrupt handler thread for different priority events would be better, but I have no idea how to provide this with reasonable effort.
