### Contribution description
While debugging https://github.com/RIOT-OS/RIOT/pull/10524#issuecomment-454347963 I noticed that there is no equivalent debugging message to IPv6 packet reception in
This makes it hard to follow a packet through the debug messages, as addresses for a packet sent are never shown in the debug output in `gnrc_ipv6`. This adds a debug message just before the packet leaves the IPv6 module.

- if it's a bug fix, describe the bug that it solves and how it is solved
- you can also give more information to reviewers about how to test your changes
### Testing procedure
Compile `gnrc_networking` with `ENABLE_DEBUG=1` in `gnrc_ipv6.c`. Ping another node. You will see the new debug message in the output.
Details steps to test your contribution:
- which test/example to compile for which board and is there a 'test' command
- how to know that it was not working/available in master
- the expected success test output
