Thanks @emmanuelsearch and @tcschmidt for your reviews. I have pushed the changes.  

I see a conflict between your reviews, in the area of whether the "use cases" section needs more in-depth attention or whether it's ok as it is.

Here's a synthesis of the aforementioned user requirements,
aiming to facilitate uncovering potentially implied requirements and deriving design philosophies.

My proposal for the next steps: Let's get the current document sections into a pre-final state. Once we have a beta document, we can look at it again with the question: "What (if any) is missing to inform the reader well?".

etc. It doesn't feel like this issue has been resolved.

My opinion is that it is very important for this to not lose a developer's interest, particularly before they get to the more important section 2. Whether it would or not, I am not in the best position to tell. I suggest keeping the issue open while it goes out to wider review, and use feedback then as a yardstick to gauge further.

Re next stages, I'd like to put posts out on the mailing lists highlighting that once this gets merged, it becomes something we endeavour to follow, and encouraging people's feedback. As a final step so to build developer buy in and ownership as much as possible.
