This sounds like a good way forward. Below is a suggestion for a second paragraph for the intro, putting together summaries of @emmanuelsearch 's proposed sections and the observations in the comment above:

"It is helpful to have a broad appreciation of the use cases in which RIOT will be used, and the features and performance characteristics it needs to have for them, if we are to design an OS which will be widely adopted. The use cases in the first section also provide the underlying reasons for the design philosophies in the second section. It is clear that, to satisfy the use cases that we target, a focus on constrained devices is required. To make IoT development accessible to as many users as possible, a low entry barrier and short learning curve is required. To satisfy a massively heterogeneous IoT, a huge variety of hardware and software configurations need to be supported."
