[riot-notifications] [RIOT-OS/RIOT] can stm32: add a driver for STM32 bxCAN peripheral (#6178)

@vincent-d can you help me how to test this properly? 

I tried again with 2 nucleo-f103rb but when I try to send something using `can send` or `test_can send` in `tests/conn_can` nothing gets out and the send terminates in a timeout which also directly causes a kernel panic (I tested with and w/o debug output):
