I fully agree with @haukepetersen on this one. Blocking stop mode by default is supposed to be temporary.

And the rx part of the UART won't work if the cpu is in stop mode (except maybe on some devices that have a low power UART, but the current driver does not handle this I believe). So the user should explicitly call `uart_poweroff()` to allow stop mode, which I also agree is a problem with the current shell implementation.
