[riot-notifications] [RIOT-OS/RIOT] gnrc_netif: introduce distinction if an interface supports 6Lo or if it performs ND according to RFC 6775 (#10499)

Sorry, I lost the focus on the PR a bit and I can't remember anymore on all problems we discussed that time.

I'm wondering how I could test it with the means I have:

- ESP32s with
     - built-in WiFi using either `esp_now` or `esp_wifi` and
     - built-in Ethernet `esp_eth`
- some MRF24J40 shields.

As I remember `esp_now` is just using 6Lo for communication and is thus part of a non-6LN node while `mrf24j40` as an IEEE 802.15.4 module is using 6Lo-ND and is thus part of a 6LN node.

What is the best way to observe the different behaviors or in other words, in which files should `ENABLE_DEBUG` be enabled?
