This PR updates stm32l1xx CMSIS header files to v2.3.0. 

The following changes here made to the original Header files:

- remove inclusion of `system_stm32l1xx.h`
- rename SVC_IRQn to SVCall_IRQn as in all other current CMSIS headers

- rename CCR1 .. CCR4 to CCR[4] as in all other CMSIS headers for stm32
- - Update periph/dma according to new macro definitions in CMSIS headers for stm32l1xxx boards

Run all tests for nucleo-l152re or other stm32l1 based boards.
