### Contribution description
Some fields of `_sock_tl_ep` were not initialized when converting a sockaddr to a `_sock_tl_ep`. Though currently the only missing field is `netif` it is safer to use `memset()` here, to make the implementation more future proof.

- if it's a bug fix, describe the bug that it solves and how it is solved

### Testing procedure
Flash and run the application provided in https://github.com/RIOT-OS/RIOT/issues/11212 on 2 `samr21-xpro`s. Without this PR, the `echo send` command will report errno 22 (`EINVAL`), with it it will report `EBADF` (or crash if https://github.com/RIOT-OS/RIOT/issues/11212#issuecomment-495617061 is not applied).
Details steps to test your contribution:
- which test/example to compile for which board and is there a 'test' command
- how to know that it was not working/available in master
- the expected success test output

### Issues/PRs references
Addresses https://github.com/RIOT-OS/RIOT/issues/11212 but does not fix it, as that issue contains multiple bugs.
