[riot-notifications] [RIOT-OS/RIOT] boards: add WeAct-f411ce (#12778)

For consistency, please rename the board to all lowercase (`weact-f411ce`).

I tested the following:

- [x] Flashing via dfu-util
- [x] stdio via USB
- [x] LED / button definitions
- [x] RTC conf
- [x] ADC conf
- [x] i2c conf
- [ ] PWM (Tested only PA15 using `tests/periph_pwm`. It seems the duty cycle is inverted
- [ ] SPI config (not tested yet)
- [ ] UART config (not tested yet)

Maybe add something like this:

*Note:* You need to have write permissions to the device. On Linux you could add yourself to the `plugdev` group and store the following as `/etc/udev/rules.d/99-weact-f411ce.rules`:

SUBSYSTEMS=="usb", ATTRS{idVendor}=="0483", ATTRS{idProduct}=="df11", GROUP="plugdev", MODE="660"
```
