We don't have a distinction about the quality of a HWRNG currently. For example, *cpu/cc2538/periph_hwrng.c* implements  a driver for a hardware PRNG that is based on a 16-bit shift register (fails several statistical tests) whereas the nrf52 implements a true random source + post processing engine -> for now everything is best effort so always enabling seems like the right choice.

Using the plain random source without bias correction only makes sense when dealing with entropy directly, but in that case, a developer misses several components (estimators, accumulators, ...) and abstractions anyway.
