Sorry, I wasn't specific enough. 
The Silabs radio driver RAIL provides a low level API to the transceiver. There is protocol specific support for IEEE 802.15.4, BLE etc., but not the whole stack. The abstraction level is similar to normal transceiver interfaces, like at86rf2xx. I is more comfortable, since there is no direct interaction with registers, timers or interrupts necessary. 

The proprietary Silabs stacks (ZigBee, BLE, Thread, Z-Wave, etc) are sitting on top of the the same RAIL-API and the library blob. The Silabs stacks support dynamic multi-protocol ([appnote](https://www.silabs.com/documents/public/user-guides/ug305-dynamic-multiprotocol-users-guide.pdf) ) and the RAIL-API provides the necessary interface for time slices, protocol switches etc.
