[riot-notifications] [RIOT-OS/RIOT] undefined reference to `timer_read' (#14082)

#### Description
Can't use xtimer. 

For info (about setup and system) look at [issue 14081](https://github.com/RIOT-OS/RIOT/issues/14081).
Here I've just replaced ztimer_msec with xtimer in Makefile, and included xtimer.h instead of ztimer.h, then used xtimer_now() instead of ztimer_now(clock).

Full compiler output:
