[riot-notifications] [RIOT-OS/RIOT] Pr/boards/dma ifdef remove (#14135)

### Contribution description

This PR removes not needed preprocessor ifdef related to DMA in STM32 based boards.
Since we don't use this for configuring other CPU features, why use it only for DMA ?

### Testing procedure

A green Murdock should be enough.

Details steps to test your contribution:
- which test/example to compile for which board and is there a 'test' command
- how to know that it was not working/available in master
- the expected success test output
