In case a radio needs a Bottom Half Processor, the "irq_handler" should still probably be fast enough in most cases to handle other events from other devices. So, it can be seen as a "software ISR".

Yes. Indeed every radio needs a BH processor for operations like fetching packets or handling events of the retransmission procedure. The correct term I should have used is "running the Top Half in thread context".
Basically, the TH code would "resolve" the event into an Event Notification call and the BH would offload the event.

I wrote BH there, but I meant TH. What I wanted to say here is that the TH code is fast enough to be run on real ISR context or a "software ISR" context (where execution time could still matter).
