Add qdec support for STM32F1 family.
Qdec was already implemented for STM32. The changes here make also possible the use of qdec by the F1 family.

### Testing procedure

<!--
Details steps to test your contribution:
- which test/example to compile for which board and is there a 'test' command
- how to know that it was not working/available in master
- the expected success test output
-->
 It was tested with a code similar to tests/periph_qdec on bluepill
