[riot-notifications] [RIOT-OS/RIOT] cpu/stm32/vendor: use submake to fetch CMSIS headers (#15367)

### Contribution description
Similarly to #14858, this adds the `+` indicator and uses `MAKE` to call the submake process. This gets rid of the warning when not doing so, by allowing access to the jobserver:
```
make -C /home/leandro/Work/RIOT/cpu/stm32/include/vendor
Building application "hello-world" for "nucleo-g070rb" with MCU "stm32".

make[1]: warning: jobserver unavailable: using -j1.  Add '+' to parent make rule.
make[1]: Entering directory '/home/leandro/Work/RIOT/cpu/stm32/include/vendor'
```
