[riot-notifications] [RIOT-OS/RIOT] pkg/fatfs: bump version to r0.14 (#15422)

### Contribution description

A new upstream version of [FatFs](http://elm-chan.org/fsw/ff/00index_e.html) has been available for a while.
Previously we have maintained [a fork](https://github.com/RIOT-OS/FatFS) with some random patches on top.
This made switching to a new upstream release unnecessarily complicated. 

Instead use a clean [upstream version](https://github.com/RIOT-OS/FatFS/tree/r0.14) with only upstream patches applied (they are distributed as separate `.patch` files.)

Downstream patches are kept in `pkg/fatfs/patches`.

### Testing procedure

`tests/pkg_fatfs` and `tests/pkg_fatfs_vfs` should still work.
