Typical usages of HID IO would be movements of a mouse or keypresses. But since USB HID is a self-explaining protocol it could be anything (e.g. a FIDO2 authenticator as in my [PR](https://github.com/RIOT-OS/RIOT/pull/16489)). For my use case I just need the callback to trigger an event to fetch the data from the USB layer but there surely are use cases that need an arg. I think adding it doesn't hurt.
