I think at this moment it is better have XMEGA EBI as vendor.

For that reason, I would like option 2. very much. Maybe something like periph_hugemem would be a good vendor-neutral name? And API could consist only of the hugemem_ptr_t and the corresponding access functions.

I agreed and I prefer option [2] too. However, to make a public API I think it is better collect more details. Maybe create a feature request and rise the use cases. It is important know what boards have external memory in tree and what SoC have this capability, for instance.
