### Contribution description

This is a collection of small fixes to our RISC-V implementations:

 - we forgot to advertise the `periph_timer_periodic` on gd32v even though it's implemented
 - PLIC is only implemented by fe310, not all RISC-V CPUs
 - move the C lib selection to common code


### Testing procedure

Binaries should not change, but `tests/periph_timer_periodic` does now compile for `seeedstudio-gd32`
