[riot-notifications] [RIOT-OS/RIOT] sys/net/gnrc: fix in-band signaling of no RSSI/LQI (#15754)

### Contribution description

Previously a value of 0 was used for both RSSI and LQI to signal that those
values are not present in gnrc_netif_hdr_t. However, both an RSSI of 0 dBm and
an LQI of 0 is legal and in case of the RSSI even very plausible data.

This commit defines GNRC_NETIF_HDR_NO_RSSI and GNRC_NETIF_HDR_NO_LQI to signal
missing value. Both values are defined to be well out of range to prevent
collisions with real data.

### Testing procedure

E.g. using `examples/gnrc_networking` the `ping6` command should still print correct RSSI values.
