I think in most cases, this is the desired behavior. If it takes several seconds to `send()` something, I would expect that `send()` only returns after that time and returns success only if the `send()` was successful (leveraging link-layer ACKs if possible).

Non-blocking behavior should be explicitly requested (`MSG_DONTWAIT` / `O_NONBLOCK`).
